ChatGPT Ads in Canada: Open at $25/Day, But Clicks Your Analytics Can't Find
ChatGPT Ads are open to Canadian businesses from CAD 25/day. But money can't buy the answer, clicks don't match GA4, and health, legal and finance are banned.
ChatGPT Ads are real, open to Canadian businesses through a self-serve Ads Manager, and start at a minimum daily budget of CAD 25. But the ad sits below ChatGPT's answer — paying does not make ChatGPT recommend you — and six months in, advertisers still report dashboard clicks their analytics can't find. My call for a small or local business: test it with a hard budget cap and proper tracking, never make it your main channel yet, and check first whether your industry is even allowed to advertise outside the US.
I spent a day reading OpenAI's own Help Center, ad policies and developer docs, plus the independent reporting from advertisers who have actually spent money. Here is what matters.
What are ChatGPT Ads, exactly?
ChatGPT Ads are sponsored units that can appear below the end of a ChatGPT response when the conversation matches an advertiser. Each ad has an advertiser name, favicon, headline, description, image and landing page, and it is labelled as sponsored and visually separated from the answer.
Key facts, from OpenAI's Help Center:
- Who sees them: logged-in users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts see no ads. Users under 18, Temporary Chats and the Atlas browser also get no ads.
- When it started: the test began in the US on 9 February 2026. The self-serve Ads Manager beta opened on 5 May 2026.
- Where you can buy: as of September 2026, OpenAI lists 52 countries with self-serve access, Canada included.
Can you pay to get ChatGPT to recommend your business?
No. This is the single most misunderstood point, and some agencies are selling it wrong. OpenAI states that ads run on systems separate from the chat model and that advertisers "have no ability to shape, rank, or alter ChatGPT's responses."
So there are two different games:
- Paid: a sponsored card under the answer (ChatGPT Ads).
- Organic: ChatGPT naming your business inside the answer. This comes from your Google Business Profile, reviews, and clear content on the web — what people now call AEO/GEO. Money spent on ads does not buy this.
If someone pitches you "sponsored answers inside ChatGPT", walk away.
How much do ChatGPT Ads cost?
From OpenAI's own documentation:

What advertisers actually report (third-party, not official):
- CTR around 0.7–0.94%, versus roughly 6.4% for Google Search ads.
- CPC from under USD 3 to USD 22, depending on market and advertiser.
- Hostinger reported CPMs above USD 65 after spending nearly USD 70,000.
One more budget detail: a daily budget is an average over the week. On a single day, spend can reach 2× your daily budget.
What's the biggest problem with ChatGPT Ads right now?
Measurement. It's the number one complaint, and it isn't price:
- One advertiser saw 57 clicks in the OpenAI dashboard and fewer than 20 visits in Google Analytics.
- Another saw 120 clicks and 8 sessions, with the traffic landing as "Direct" in GA4.
- A home-services advertiser spent USD 5,000 over three weeks and got poor-quality leads.
- An SE Ranking study of 50,006 prompts found 14.35% of ad placements were unrelated to the conversation.
On top of that, Ads Manager has no auction insights, no impression share and no placement-level reporting, and OpenAI publishes no benchmarks. You are flying with fewer instruments than on Google or Meta.
Which Canadian businesses can't advertise at all?
This is the part most "ChatGPT Ads guides" skip. OpenAI's ad policies (updated 10 September 2026) say:
- Health services outside the US: generally prohibited → dental clinics, medical clinics, medical or cosmetic spas.
- Legal services outside the US: currently prohibited → immigration consultants, law firms.
- Financial services outside the US: generally prohibited → insurance, mortgages, loans.
- Individual housing or job listings: prohibited everywhere.
- Also disallowed: alcohol-focused ads, gambling, dating, political content, unsupported wellness claims.
What is allowed during this phase: consumer and household goods, local services, travel and entertainment, digital products and education. That's restaurants, beauty salons without medical services, retail, e-commerce, tutoring centres and similar businesses.
What's genuinely good about it?
- High-intent moment. People use ChatGPT to compare options and make a decision. Criteo reports AI-referred conversion rates approaching 2× traditional search in some retail categories (partner data — verify on your own account).
- Low entry barrier. CAD 25 a day, no commitment, available in Canada today.
- It has a real API. OpenAI ships a Measurement Pixel, a Conversions API and an Advertiser API to upload ads and pull performance data programmatically. For anyone running an AI-driven marketing stack, that means reporting and ad variants can be automated.
- Strong user privacy. Advertisers only get aggregated numbers — never chats, names, emails or IPs.
What else should you know before you start?
- Targeting uses "context hints", not keywords. You describe the topics where your ad fits. OpenAI says hints "do not guarantee delivery".
- Custom audiences need 25,000+ matched users to target (exclusions can be smaller). Most small businesses won't reach that.
- New self-serve accounts may be limited to their home country until identity is verified and enough has been spent.
- Sub-national targeting (city, postal code) is offered "where available". Test what you can actually select for your city before you plan around it.
- The best B2B and high-ticket buyers pay for Plus or Business, so they never see ads at all.
How I would test ChatGPT Ads (the playbook)
- Check your category against the ad policies first. If you're in health, legal or finance in Canada, stop here.
- Install tracking before spending a dollar: OpenAI pixel (or the Conversions API), plus UTM parameters on every ad group so GA4 can see the traffic.
- Use a campaign-total budget, not an open daily budget. Example: CAD 750 over four weeks.
- Write narrow context hints. One theme per ad group, specific to what your customer is asking, not "restaurants in Toronto".
- Report two columns every week: clicks in OpenAI versus UTM sessions and leads in GA4. Trust the second column.
- Kill rule: if cost per verified lead is more than 2× what Google or Meta deliver for the same business after four weeks, switch it off and revisit in six months.
What this means for agencies
For an agency, ChatGPT Ads isn't a tool to hand clients — it's a channel that needs a media buyer: writing hints, wiring the pixel, reconciling clicks against analytics, and knowing when to pull the plug.
