With Bill C-12 now cleared by the Senate on March 12, 2026, the question every Start-up Visa (SUV) applicant is asking has shifted: no longer "Will the bill pass?" but "Is my application safe?"
The answer depends heavily on which Business Incubator is backing your application — and whether that organization can survive the MI72 filter and C-12's sweeping new cancellation powers.
1. Manitoba Technology Accelerator (MTA): IRCC's Warning Shot
MTA has become the clearest signal of how seriously IRCC is enforcing compliance.
- Current status: Officially Suspended from issuing Letters of Support (LOS) since late 2025, with the suspension extended to at least September 2026.
- Impact: Over 40,000 SUV applications tied to MTA are frozen with no path forward.
- Legal precedent: In Zheng v. Canada (March 1, 2026; 2026 FC 312), the Federal Court confirmed IRCC's authority to pause processing of applications linked to suspended organizations in order to protect the integrity of the system.
2. The "80% Problem": Statistics That Should Alarm You
The numbers paint a troubling picture: an estimated 78.5% of designated incubators — roughly 44 out of 56 — are currently classified as "Non-priority" under MI72 benchmarks.
- Common violations: Sponsoring more than the 10 PR applications per year cap or failing to demonstrate meaningful operational support for applicant businesses.
- Immediate risk: An estimated 15,000–25,000 pending SUV applications linked to these non-compliant organizations face potential mass cancellation under Part 7 of Bill C-12.

If you want your application in the safest possible position, verify your incubator is on IRCC's Priority Processing list and demonstrably MI72-compliant. Current recognized organizations include:

- 🚩 Abnormal LOS fees: Large upfront payments solely for a Letter of Support, with no genuine business mentorship, operational support, or resources attached.
- 🚩 Ignoring the quota cap: Continuing to accept applicants after already submitting 10 or more PR endorsements in a calendar year under MI72.
